The Government of India has an excellent Marketing
Development Assistance package for Exporters. The guidelines have
just been revised, and are more attractive than ever before.
Important Highlights of the scheme are as
follows

Attractive Marketing Development Assistance
(MDA) for participating in Fairs/Exhibitions/Buyer-Seller Meets
abroad which is available from the Ministry of Commerce &
Industry, Government of India will be made available on a first-come-first-serve
basis. To Export Houses, Trading Houses, Star Trading Houses
and Super Star Trading Houses shall be and Non Export House

Assistance is available for Air Travel,
Stall Cost, Publicity Material, Advertisement abroad for the
purpose of participation in Fairs/Exhibitions/Buyer-cum-Seller
Meets abroad.

Cash subsidy is available from Government
to Exporting companies with FOB Value of Exports more than 5
Crore during the preceeding financial year would be eligible
for individual sale cum study tour(s) with MDA assistance financial
year would be eligible for individual sale cum study tour(s)
with MDA Assistance for tour starting on and after 28/11/2001The
applicant has to inform their plan 45 days in advance.

All exporters for bonafide overseas
marketing promotion activities to explore new markets for
export of their specific product(s) and commodities from India
in the initial phase are eligible for
assistance under MDA scheme in undertaking following activities
abroad:
A. Sale cum Study Tour
B Participation in Trade fairs/EXhibitions
C Publicity through Printed materials

Maximum number of permissible sale
cum study tours and/or participation in fairs/exhibitions are
two in a financial year. One additional activity, either sale
cum study tour or participation in trade fair/exhibition in
the Latin American Countries would also be permissible in a
financial year.

Recognized export/trading
houses by the DGFT would be provided assistance through Ministry
of Commerce & Industry, Government of India will be made
available on a first-come first-serve basis.

How the Government of India helps ?
The Government of India has an excellent Marketing Development
Assistance package for Exporters. The guidelines have just
been revised, and are more attractive than ever before. Important
Highlights of the scheme are as follows:
Attractive Marketing Development Assistance (MDA) for participating
in Fairs/Exhibitions/Buyer-Seller Meets abroad which is available
from the Ministry of Commerce & Industry, Government of
India will be made available on a first-come-first-serve basis.
Export Houses, Trading Houses, Star Trading Houses and Super
Star Trading Houses shall be provided MDA assistance through
FIEO.
Other exporters (Non-Status Holders) of Engineering goods
would be provided MDA assistance through EEPC.
Assistance is available for Air Travel, Stall Cost, Publicity
Material, Advertisement abroad for the purpose of participation
in Fairs/Exhibitions/Buyer-cum-Seller Meets abroad. Please
contact your nearest EEPC office for details.
MARKETING DEVELOPMENT ASSISTANCE

Export promotion continues to be
a major thrust area for the Government. To facilitate various
measures being undertaken to stimulate and diversify the country's
export trade, Marketing Development Assistance scheme with
the following activities is under operation in the Department
of commerce:
(a)
Individual sales cum study tours
abroad by exporters
(b)
Individual participation in trade fairs,
exhibitions and buyer cum seller meets abroad by exporters
(c)
Export Promotion Council's sponsored trade
delegations, study teams, fairs, exhibitions and buyer
cum seller meets abroad
(d)
Export publicity and advertisement abroad
by EPCs and exporters
(e)
Development and promotional activities
for export promotion efforts undertaken by the Export
Promotion Councils and other Grantee Organization
(f)
Contesting Countervailing Duty and Antidumping
Duty cases abroad
(g)
Any other development or promotional activity
which is considered conducive to promote the export
of Indian products and commodities.

The utilization of assistance is administered
by the MDA Division of the Department of Commerce. Product
specific Export Promotion Councils, Commodity Boards and other
Grantee organization are eligible for MDA assistance for development
and promotional activities to promote exports of Indian products.
All exporters are eligible for Marketing Development Assistance
in exploring markets and stimulating and diversifying exports
of Indian products and commodities through activities like
sales cum study teams, participation in fairs, exhibitions
and buyer cum seller meets, advertisement in foreign media
and bringing out publications, publicity material, product
catalogues etc. for use abroad.

MDA allocations/budgets of approved Export Promotion
Council and other Grantee Organization including specific
special development and promotional projects from EPCs and
approved organization are finalized in annual meetings with
the respective Export promotion Councils and Grantee organization
which are chaired by additional Secretary and Financial Adviser
of the Deptt. Of Commerce. Proposals for adhoc grants for
export promotion activities, which are considered helpful
to promote exports of Indian products and commodities are
examined by the MDA Division and decided with the approval
of Additional Secretary in-charge of the MDA in the Ministry.
MDA Committee under the Chairmanship of Director (MDA) IN
THE Department of Commerce with Deputy Secretary(Finance),
Deputy Secretary / Director from one Commodity Division on
annual rotation basis as members and Under Secretary (MDA)
as Member Secretary also functions to consider and approve
the proposals for reimbursement of MDA assistance to individual
exporters for eligible export promotion activities abroad
on receipt of specific recommendations from FIEO, EPCs and
Grantee organization in a prescribed format. Proposalsfor
grant of MDA assistance referred to by the concerned commodity
/ administrative Division's in the Department of Commerce,
Ministry of Textile etc. within the overall allocation decided
in the annual budget meetings with the Export Promotion Councils
/ Grantee Organization are examinedand approved by the MDA
Division in consultation with Finance Division of the Ministry.
Proposals received from concerned EPC(s) for assistance to
contest antidumping and countervailing duty proceedings initiated
abroad are considered by a specific Committee constituted
in this regard under the Chairmanship of Adds. Secretary and
Financial Adviser.

The various eligible export promotion activities
and terms and conditions applicable a availing Marketing Development
Assistance against them are as under:

Permissible limits
i. Sale cum Study Tours and participation in fairs,
exhibitions etc. -Maximum three combined events in a
financial year i.e. either two sale tours and one participation
or one sale tour and two participation. One additional
sale tour or participation in fair / exhibition etc.
would also be permissible in the Latin American Countries.
ii. Publicity / Advertisement Maximum of RS 50,000/-
in a financial year.

Eligible items of expenditure
i. Sales Tours : Air travel in economy class
ii. Participation in fairs- Air travel in economy class
and / or rent of built up stall including electricity
and water charges.
iii. Publicity and advertisement- Production cost of
publicity material and expenditure on advertisement.

Funding pattern
i. Sales Tours and fair participation. 90% for SSI
exporters and 75% for other than SSI exporters of
the total cost of eligible item of expenditure with
upper ceiling of RS 60,000/- for Sales Tours and RS
1,10,000/- for participation in fairs. The upper ceilings
for the Latin American Countries are RS 90,000/- for
sales tours and RS 1,40,000/- for participation in
fairs.
ii. Publicity and Advertisement
25% of the cost of production of publicity material
and expenditure incurred on publicity / advertisement
with upper ceiling of RS 50,000/- in a financial year.

Funding Channels
i. Through Federation of Indian Export Organization,
New Delhi and its regional offices for recognize Export/Trading
Houses. ii. Through EPCs, Commodity Boards and other
Grantee Organizations for Non recognized Export/Trading
Houses and having aggregate exports of RS 2 crores and
above over the last three financial years. For exporters
with ISO -9000 series Certificate(s), this aggregate
limit would be RS 1 crore and above per annum. iii.
By the Export Promotion Councils and other Grantee Organization
from the MDA budget approved for them on annual basis
for non recognized Export/Trading Houses with aggregate
exports being lower than those mentioned in
4A.5
(ii) above
4A.6
General conditions applicable for availing
MDA assistance
a) For sales and study tours and trade delegations:
i. The tour shall be to a minimum of three countries
with a minimum 6 days stay excluding the journey period
except to countries in North and South America and the
LAC region where in single country tour is also permissible
with a minimum stay of four days. Exporters from NE
States can also undertake single country sale cum study
tour(s) to Bangladesh and /or Myanmar with a minimum
stay of four days. One of the permissible visits outside
LAC region can also be on single country basis with
a minimum stay of 4 days.
ii. Assistance would be permissible to one permanent
employee / Director / Partner / Proprietor of a Company
for air travel in economy class by Air India. Air travel
by airlines other than Air India would be permissible
provided that their airfare in economy class is not
higher than Air India and with a cut of 10% on payable
airfare with maximum ceiling of RS 81,000/- for Latin
American Countries and RS 54,000/- to other countries
on airfare.
iii. All applications much be received in FIEO / EPCs/
Commodity Boards / Grantee Organization with a minimum
of 14 days clear advance notice. The date of submission
/ receipt of application in FIEO / EPCs etc. and date
of commencement of journey would be excluded while calculating
advance notice period. iv. For the second sales tour
or fair participation in a financial year outside LAC
region, a 5% growth in exports during the preceding
year over the year before last year is required. For
activities in the LAC region, condition of 5% growth
in export would not be applicable.
iii. All applications much be received in FIEO / EPCs
/ Commod:
v. The Company shall not have been charged / prosecuted
/ debarred / blacklisted under export and import policy
of India or any other law relating to export and import
business. vi. Maximum MDA assistance shall be inclusive
of MDA assistance received from all Government Bodies
/ FIEO / EPCs / Commodity Boards / Guarantee Organization
etc.
(b) For participation in fairs, exhibition and buyer
cum seller meets
i. No objection / Waiver certificate from ITPO would
be required for participation in fairs, exhibitions
etc. wherein ITPO is arranging National participation.
Ii. All other conditions applicable for sales tours
etc. mentioned under para 4A. 6(a) except (i) therein,
would apply.
(c) For publicity, advertisement etc.
i. A clear 14 days advance notice period is maintained
excluding the date of submission / receipt of application
in FIEO / EPC / Commodity Board and the date of printing
of the publicity material / insertion of advertisement
abroad.
Ii A copy of the publicity material / advertisement
abroad is to be submitted alongwith the claim.
iii. Quotations from a minimum of three printers are
to be obtained. The grant will, however, be allowed
on the lowest quotation only subject to the ceiling
mentioned above.
iv. The Company shall not have been charged / prosecuted
/ debarred / blacklisted / under investigation under
export and import policy of India or any other law framed
by the Govt. of India relating to export and import
business.
v. Maximum MDA assistance shall be inclusive of MDA
assistance received from all Government Bodies / EPCs
/ Commodity Boards / Authorities etc. for publicity,
advertisement abroad in a financial year.

Documentation
(a) For sales tours, trade delegations etc
i. Application duly completed and signed in the prescribed
format (Annexure-I) shall be submitted by the exporter
to the concerned FIEO / EPC / Grantee Organization
giving clear 14 days advance notice.
Ii Concerned Grantee Organization (FIEO,EPC etc.)
on receipt of application shall examine and issue
approval letter to the exporter preferably within
5 working days of the receipt of the application form
in the prescribed format (Annexure II).
iii. Claim alongwith the declaration duly completed
shall be submitted by the exporter to the concerned
Grantee Organization (FIEO, EPC etc.) in the prescribed
format (Annexure III) alongwith under mentioned papers
immediately after completion of activity but positively
within 3 months of their return to India:
· Bill for payment and pre-receipt as per Annexure
IV. Self-certified copy of Export House / Trading
House Certificate, if applicable. · Self-certified
copy of SSI registration issued by the concerned Directorate
of Industries, if applicable. · Legible photocopy
of passport highlighting the entries about departure
from and arrival into India and also the countries
visited. In case passport does not have arrival /
departure dates regarding visits to various countries,
some documentary evidence such as Hotel Bills, Boarding
pass, lodging pass etc. be submitted. Original air
ticket / jacket used during the journey. If Original
air ticket / jacket is lost, a legible photocopy of
the same alongwith a certificate from the concerned
airline indicating following may be sent:
a) Name of traveler
b) Ticket number
c) Flight no.
d) Date of departure from India
e) Sectors / countries visited
f) Class in which traveled
g) Fare in economy class for approved sectors / countries.
CA certificate certifying the FOB export figures during
the last three financial years, year wise. ·
Brief report on results achieved.
(Iv) Claim form received after 3 month of return of
India or wherein the complete details etc. has not
been provided within 3 months of return of India after
completion of activity would not be entertained ordinarily.
(b) For participation in fairs, exhibitions, buyer-cum-seller
meet
(i) Application duly completed and signed in the prescribed
format (Annexure-V) shall be submitted by the exporter
to the concerned FIEO / EPC / Grantee Organization
giving clear 14 days advance notice.
(Ii) Concerned Grantee Organization (FIEO, EPC etc.)
on receipt of application shall examine and issue
approval letter to the exporter preferably within
5 working days of the receipt of the application form
in the prescribed format (Annexure VI).
(iii) Claim alongwith the declaration duly complete
shall be submitted by the exporter to the concerned
organization (FIEO, EPC etc.) in the prescribed format
(Annexure VII) alongwith under mentioned papers immediately
after completion of activity but positively within
3 months of their return to India after completion
of activity :
· Bill for payment and pre-receipt as per Annexure-IV.
· Self-certified copy of Export House / Trading
House Certificate, if applicable.
· Self-certified copy of SSI registration issued
by the concerned Directorate of industries, if applicable.
· Legible photocopy of passport highlighting
the entries about departure from and arrival into
India and also the countries visited. In case passport
does not have arrival / departure dates regarding

completion of activity would not be entertained ordinarily.
(v) Self certified photocopies of receipt, bank advice
etc. for payment towards space rent, water and electricity
charges.
(Vi) No objection / waiver certificate from ITPO,
if participated in a fair independent of ITPO wherein
national participation was arranged by ITPO. 4A.7(c)
For publicity / Advertisement etc. (i) Application
duly completed and signed in the prescribed format
(Annexure-VIII) shall be submitted by the exporter
to the concerned FIEO / EPC / Grantee Organization
giving clear 14 days advance notice.
(Ii) Concerned Grantee Organization (FIEO, EPC etc.)
on receipt of application shall examine and issue
approval letter to the exporter preferably within
5 working days of the receipt of the application form
in the prescribed format (Annexure-IX).
(iii) Claim alongwith the declaration duly completed
shall be submitted by the exporter to the concerned
organization (FIEO, EPC etc.) in the prescribed format
(Annexure-X) alongwith undermentioned papers immediately
after completion of activity but positively within
3 months of their return to India after completion
of activity:
· Bill for payment and pre-receipt as per Annexure-IV.
· Self certified photocopy of Export House
/ Trading House certificate, if applicable.
· Copy of publication / advertisement, self
certified.
· Self certified copy of invoice.
· Self certified photocopy of receipt / bank
advice evidencing payment made.
· Copies of quotations from three printers,
self certified. · CA certificate certifying
FOB export figures during last 3 financial years,
year wise.
(Iv) Claim form received after 3 months of bringing
out of the publication or insertion of advertisement
in media etc. or wherein the complete details etc.
has not been provided within 3 months of bringing
of the publication / insertion of advertisement in
media, shall not be entertained ordinarily.
